HOT REPORT | Digital Services Act Fails to Protect Baltic Users from Harmful Content

A new investigation by Latvian think tank Providus shows that major social media platforms are not enforcing the EU Digital Services Act (DSA) when users report harmful or illegal content. Out of 21 test reports – including hate speech, disinformation, and incitement to violence – none led to platform action.

Telegram’s reporting tool did not work, TikTok and Facebook replied with automated “no violations found” messages, and YouTube took no action even after a month. The only removal happened on Facebook, and the user wasn’t informed. Platforms reacted only when contacted by authorities, revealing that user complaints carry little weight.

This gap in enforcement leaves Russian-speaking communities in the Baltics especially exposed, as many rely on social media for news following the ban on Kremlin-linked TV channels. With elections approaching and Russian influence operations intensifying, the failure of platforms to address harmful content poses serious information security risks.
