The Collaborative Baltic Policy Monitoring Framework<\/mark> sets out a shared, cross-border approach for monitoring how major online platforms comply with the EU\u2019s Digital Services Act (DSA)<\/mark> and the Code of Practice on Disinformation<\/mark> across Estonia, Latvia, and Lithuania. The Baltic information environment faces a distinct combination of challenges, including linguistic fragmentation, geopolitical pressure, and a high reliance on digital platforms as primary information sources. These factors make coordinated, evidence-based monitoring of platform behaviour both necessary and urgent.<\/p>\n\n\n\n

Building on the methodological groundwork developed within the European Digital Media Observatory (EDMO)<\/mark>, the framework translates EU-level monitoring standards into a regional structure tailored to the Baltic context. It integrates EDMO\u2019s structural and service-level indicators to assess platform investments, enforcement actions, transparency commitments, and their real-world impact on the spread and monetisation of disinformation. At the same time, it aims to reduce duplication of efforts across the three countries and ensure comparability of findings at both Baltic and EU levels.<\/p>\n\n\n\n

The framework establishes a Baltic Policy Monitoring Working Group<\/mark>, bringing together BECID partners, national authorities, and Digital Services Coordinators, with close alignment to EU-level initiatives and joint EDMO investigations. Rather than serving as a static blueprint, the framework is designed as a living instrument, evolving through feedback loops, benchmarking, and continuous evaluation. Its ultimate goal is to provide actionable insights for regulators, researchers, and civil society actors, while strengthening transparency, accountability, and cooperation in platform governance across the Baltic region.<\/p>\n\n\n\n
