HOT REPORT: Disinformation Fuels Resistance to Wind Energy in Latvia

This report examines how Kremlin-linked disinformation is fueling resistance to renewable energy projects in Latvia, particularly wind farms. Local activist groups, often supported by pro-Russian media outlets, spread conspiracy theories and false health claims to undermine public trust in green transition policies. Their campaigns are amplified online and exploited by populist politicians seeking to mobilize anti-EU sentiment.

Investigative findings reveal that these groups employ theatrical protests, manipulative social media campaigns, and Kremlin-aligned narratives to present wind energy as a threat to health, sovereignty, and local communities. This strategy mirrors disinformation tactics observed in other Kremlin-backed influence operations, where emotional messaging and fabricated risks overshadow scientific evidence and policy discussions.

By exploiting gaps in official communication and mimicking grassroots activism, the campaign aims to delay renewable energy projects, polarize society, and erode confidence in Latvia’s institutions. These narratives not only threaten Latvia’s climate and energy security goals but also serve Moscow’s broader agenda of weakening EU unity and resilience.
